8434686085 build: implicitly configure board and subtarget options 
The file targets/$GLUON_TARGET/config becomes optional, as many targets
only used it to set the board and subtarget.

Also fix targets without subtarget.

7d7c093007 brcm2708-bcm2708/-bcm2709: remove unnecessary package list 
These packages are included by OpenWrt by default on this target and don't
need to be specified manually.
